Upload a File button not there...?

When I go to report abuse section of the forums, when I attempt to post a thread, the Upload a File button is not there, even though it is here. Anyone mind clarifying this?

There's an easy solution around this, simply upload a photo of a spammer through imgur and a hacker through an unlisted youtube video.
