Currently, every server that restarts is restarting into a general survival world. I assume this is a bug, so I am reporting this issue.

You don't need to do that. Whether or not you request it, a mod will lock it based on his or her decision. Mods have said this countless times. Aside from that, you're practically just repeating what branone said.
